초록
본 논문은 초기 유럽연합을 규정하는 이론적 틀 중에서 가장 고전적인입헌주의적 연방주의를 확립하는데 결정적인 기여를 한 것으로 평가받고있는 스피넬리의 정치사상을 다루고자 한다. 특히 이탈리아 공산당(PCI) 소속으로 마르크시즘에 입각한 그의 연방주의 사상을 중심으로 글을 전개하고자 한다. 이를 위해 본 논문은 네 개의 장으로 구성하여 서술하게 될것이다. 첫 번째 장은 서론으로 본 논문의 연구 필요성과 방법 등을 서술하고, 아울러 스피넬리의 삶의 궤적을 통해 그가 제시한 주요 사상을 돌아볼 것이다. 두 번째 장에서는 이탈리아의 연방주의와 유럽통합에 대한 이탈리아 입장 등을 간단하게 정리할 것이다. 이는 스피넬리 사상의 역할과 영향 관계 등을 비교하기 위한 기준점을 제시한다는 측면에서 서술할 것이다. 세 번째 장에서는 스피넬리가 유럽통합 과정에서 구체적으로 준비하고 실천하고자 했던 노력과 연방주의적 구상 등에 대하여 기존 자료들을분석하여 서술하고자 한다. 네 번째 장에서는 스피넬리 연방주의 사상이갖는 현대적 의미를 현재의 유럽통합 위기 상황과 연계하여 서술하고, 간단하게 한국의 평화체제 전환에서 스피넬리가 주장한 헌정주의적 연방주의 사상의 적용 가능성을 간략하게 언급하는 것으로 결론에 갈음하고자한다.
Abstract
This paper deals with Spinelli’s political thoughts that were contributed to the foundation of the early European Union. Specially Spinelli proposed to found EU un constitutional federalism based on Marxism as a member of PCI(Partito Comunista Italiano). This paper consist of four chapter for explaining purposes of paper’s goals In the first chapter, it describes the necessity and purpose of the paper and explains Spinelli’s life and his major thoughts. In the second chapter, it briefly summarizes Italy’s position on European integration and its federalism. In the third chapter, it explains that Spinelli prepared and practiced his efforts and federalist initiatives in the process of European integration analyzing data and existed papers. In the fourth chapter, it describes a modern meaning of Spinelli’s federalism in connection with the current European integration crisis.
