안전보건교육사업 성과평가 지표 개발을 위한 델파이 연구

The purpose of this study was to develop performance evaluation indicators for safety and health training programs using a delphi study. For this purpose, this study prepared a preliminary performance evaluation indicators based on Logic Model by reviewing previous studies about government-supported training programs. Using the draft of indicators, the two rounds of delphi surveys were conducted for panels of safety areas and education areas. Then, the performance evaluation components and indicators were identified for three areas of inputs, activities/outputs, and outcomes in the Logic Model. In the area of inputs, performance evaluation components include budget, program planning, organization for implementation, human resources for implementation, and facilities/tools. In terms of areas for activities and outputs, performance evaluation components are: recruitment of trainees, program contents, training methods, materials and evaluation, program implementation, program evaluation and monitoring, and program outputs. In the area of outcomes, performance evaluation components involve program satisfaction, improvement of job competencies, increase of awareness in safety and health, and the declining rate of safety accident. In addition, the performance evaluation indicators were provided for the evaluation components. Based on the results of the study, the use of performance evaluation indicators and future research directions are suggested.
