본 연구는 소비자물가상승률 및 최저임금인상률을 반영하여 영아보육료와 유아보육료를 산정해보고 국가책임보육을 실현하기 위해 개선해야 할 점을 제안하는데 목적이 있다. 2008년부터 2018년까지 정부에서 용역을 받아 수행된 표준보육비용 선행연구에서 인건비와 인건비 외의 비율을 분석하고 2008년 보육료에 누적소비자물가상승률과 누적 최저임금인상률을 반영하여 2019년 보육료를 산정한 후 2019년 정부지원 보육료와 비교하였다. 연구결과는 다음과 같다. 첫째, 소비자물가상승률 및 최저임금상승률을 반영한 2019년 영아보육료는 만 0세아 1,462,962원, 만 1세아 972,096원, 만 2세아 735,420원으로 산정되었다. 본 연구결과는 2019년 정부에서 지원하는 영아보육료가 44.2%～55.8% 상승되어야 함을 보여주었다. 둘째, 소비자물가상승률 및 최저임금상승률을 반영한 2019년 유아보육료는 314,754원에서 323,850원으로 나타났다. 본 연구결과는 2019년 정부에서 지원하는 유아보육료가 43%～61.8% 상승되어야 함을 보여주었다. 연구결과를 토대로 영아 보육비용과 누리과정 보육비용 산정 관련 정책 제언을 제시하였다.
Abstract
The purpose of this study is to estimate the 2019 childcare costs of private childcare centers and to propose a policy proposal to realize responsible childcare in South Korea that reflects minimum wage growth rate and consumer price inflation rate. The results of the study are as follows. First, for consumer price inflation and minimum wage growth, infant care costs for 2019 were estimated at 1,462,962 KRW for children less than 1 year, 972,096 KRW for 1-year-old children and 735,420 KRW for 2-year-old children. The results of this study showed that the government-funded infant childcare costs should be increased by 44.2%～55.8% in 2019. Second, childcare costs for 3∼5 year-olds in 2019, which reflect consumer price inflation and minimum wage growth, were from 314,754 KRW to 323,850 KRW. The results of this study showed that the government funded childcare costs should increase by 43%～61.8% in 2019. Based on the results of this study, we suggest policy proposals related to the cost of infant care and the cost of child care.
