국내 공공기관 및 지방공기업의 경영평가에 있어서 인권경영 지표 도입을 통한 지속가능발전에 관한 연구

On August 2018, The National Human Rights Commission of Korea (‘NHRC’) distributed 『Human Rights Management Manual for Public Organizations』 to 988 public organizations and enterprises in Korea and requested them to refer to the content of the Manual in planning, performing and evaluating of Human Rights Management Action Plan, 30 government departments, 17 local governments, and 860 public organizations and enterprises accepted the NHRC’s recommendation. In addition, the NHRC recommended the Ministry of Economy and Finance (‘MOEF’) and the Ministry of Interior and Safety (‘MOIS’) to create a human rights management index in management evaluation for public organizations and enterprises. The MOEF also accepted the recommendation and made a public announcement that it would create the human rights management index in the 2019 management evaluation for public enterprises of which the MOEF is in charge. The MOIS in considering whether it will create the index in management evaluation for local public organizations which the MOIS is responsible for the evaluation. Under these circumstances, this paper tries to define the concept of human rights management by reviewing precedent researches, and discuss and analyze main content of the Manual made by the NHRC. Lastly, based on the issues discussed above, this paper makes a few recommendations for the NHRC regarding promotion of the Manual and implementing a performance evaluation pursuant to the human rights management index.
