The purpose of this paper is to examine the actual world of migrant youth's life-world and social participation activities and to analyze the cultural context in which they work. As a research method, literature review, intensive interviews, FGI methods, and life history collection methods were used. According to the analysis, social participation activities of migrant youth differed depending on the overall condition required to grow into a personal being. They didn't violate the general rules of society or cause accidents, but they were deeply embedded in the pain and atrophy of their migrant background. They had deeper ties with peer groups in a similar position than public institutions and teachers. To the migrant background youth, part-time jobs were counted for a large part of their lives. They enjoyed the independence and freedom of pseudo-adults through part-time jobs, SNS, and media, and endured the vacancy of insufficient nurture and support. Migrant background parents' social participation activities had positive effects on the youth's social participation activities. However, it is urgent to establish an educational community network between home-school-community (including migrant background-based civic groups) regarding the limitations of migrant parents as individuals and the total difficulties faced by the migrant background youth. At the same time, a new educational philosophy paradigm that does not exclusively target or instrument migrant background families and youth should be built, and critical social participation programs should be developed based on the perspective of citizen youth.
