일상의 통제력을 담보한 돌봄 사회화 : 공동육아협동조합을 중심으로

본 논문은 공동육아협동조합을 살펴봄으로써 시민들이 자발적으로 가족 내에서 이루어져 왔던 돌봄을 사회화시키고 일상의 통제력을 확보해가는 과정을 고찰한다. 한국사회에서 사회적 시민권은 가족관계를 통해 재규정되었다고 할 정도로 돌봄을 제공하는 데있어서 가족의 역할은 매우 중요하다. 2000년대 이후 저출산과 인구고령화가 사회적 문제로 인식되면서 보육과 노인돌봄에 대한 국가의 역할을 강화하는 이른바 ‘돌봄의 사회화’ 정책이 시행되었다. 그러나 ‘사회화’ 논의는 주로 서비스 제공과 재정부담에 대한 논의를 중심으로 이루어지면서 일정 정도의 시장화가 함께 진행되었고, 이 과정에서 돌봄의 주체에 대한 논의는 심도 있게 이루어지지 않았다. 페데리치는 가사노동이 사회화되는 과정에서 “일상의 통제력을 누가 갖는가”의 질문이 사회화 방식에 중요한 역할을 한다고 지적한다. 이 논문에서는 광주지역에서 자발적으로 형성된 공동육아협동조합을 일상의 통제력 확보라는 측면에서 분석하고, 이렇게 지역주민들이 자발적으로 만들어가는 돌봄의 사회화가 이루어지고 확장되는데 필요한 조건과 의미에 대해서 논의하고자 한다.
Abstract
This research examines how citizens gain the control over their lives by building the voluntary childcare community with the case of the collective childcare cooperative. Family has played a pivotal role in providing care in Korean society. Since the 2000s the low fertility and aging population became a serious social concern, the government’s role in care provision has been emphasized. A series of policies on care provision which is characterized as “socialization of care” have been implemented. However, the socialization of care was mainly discussed in terms of cost effectiveness of care provision, hence accompanied with the marketization. The political aspects of this process has been hardly discussed. Who takes control over their lives is an important question in shaping the ways in which care is socialized(Federici 2013). With the case of collective childcare cooperative, which was formed voluntarily by the local citizens in Kwangju, this study examines what are the conditions for gaining the control over their lives and discuss how citizens’ voluntary efforts in socializing care can be valorized,
