조건부가치측정법을 활용한 고향사랑기부제도의 도입 효과 분석

‘Hometown Love Donation System’ is a system where the central government and local governments provide a tax credit for a portion of donations when an individual makes a certain amount of donation to a local government. The hometown love donation system is being discussed as one of the measures to mitigate the population decline in the non-capital region, deepening the financial gap between regions, and spreading the risk areas of extinction. The purpose of this study is to empirically analyze whether the introduction of the hometown love donation system would improve the poor financial conditions of local governments and resolve the horizontal financial imbalance between regions. To this end, a survey was conducted of 1,002 citizens and the amount of intention to pay for the hometown love donation system was estimated using conditional value measurement. In addition, the donation rate and donation amount by region were estimated by applying the donation ratio by 17 cities and provinces presented in the survey. Based on these estimation results, three scenarios were set. For each scenario, we analyzed the effect of raising funds for the hometown love donation system and reducing the financial gap between regions. The specific results of this study are as follows. First, the hometown love donation system has been shown to cause the effect of increasing the resources of local governments. Second, the hometown donation system has been shown to bring about the effect of reducing the financial gap between local governments.
