지방자치단체 재정건전성 결정요인 -지방세 비과세･감면이 지방자치단체 재정수지와 부채수준에 미치는 영향을 중심으로-

This study investigated the effects of local tax exemption and reduction on the fiscal health of local governments. In the research model, two dependent variables are employed: the fiscal balance and the local government’s ratio of debt to budget. The fiscal balance can be considered a short-term fiscal health and the ratio as a long-term fiscal health. The independent variable is the degree of local tax exemption and reduction. Examples of characteristics of a local government employed as control variables are: tax collection, intergovernmental transfer, population density and tax burden and etc. To evaluate the research model, 2012-2016 panel data of 221 local governments was used. The analysis shows that the degree of local tax exemption and reduction has a negative effect on the fiscal balance, but no effect on the ratio of debt to budget of local governments. As the degree of local tax exemption and reduction increases, the fiscal balance of local government deteriorates. If the evaluation process of the effects of local tax exemption and reduction is introduced, the fiscal health of local governments would improve.
