지역산업정책의 경제적 성과에 대한 연구 : 기계부품소재산업을 중심으로
The Empirical Research of Economic Effect on Regional Industrial Policy : Evidence from Mechanical Parts & Materials Industry

본 연구는 1999년 이래로 지속되어 오고 있는 대표적인 지역산업정책인 ‘지역산업진흥사업’이 전략산업의 경제적 성과에 미치는 영향을 분석하기 위하여, 부산시의 전략산업 중의 하나인 기계부품소재 산업을 대상으로 1999년부터 2016년까지 13개 지역의 산업지역패널자료를 이용하여 인프라, 기술개발, 인력양성, 기업지원 등 각 정책수단별 노동생산성 제고효과에 대하여 실증 분석하였다. 분석결과에 따르면, 첫째, 인프라스톡 및 연구개발스톡의 노동생산성 제고효과는 양(+)의 관계가 존재하였다. 둘째, 지역산업 정책과 지역의 특성을 나타는 변수의 교호(interaction effect)항을 추가하여 분석한 결과 지역 내 경쟁이 낮을수록 인프라스톡과 기술개발스톡의 노동생산성 제고효과가 큰 것으로 나타났다. 셋째, 정책수단별 지역별 노동생산성 제고효과를 살펴보면, 인프라스톡 및 기술개발스톡의 경우, 동남권과 충청권에서, 인력양성스톡의 경우 동남권에서 노동생산성 제고효과가 양(+)으로 나타났고, 호남권의 경우 인력양성스톡과 노동생산성이 음(-)의 관계로 나타났다. 이를 통해 향후 기계부품소재산업의 정책지원에 있어 정책수단별, 지역별로 차별성을 둘 필요가 있음을 확인할 수 있다.
Abstract
This paper estimates it based on econometrics methods the relations between the growth of labor productivity and regional industrial policy implemented by means of infrastructure stock, R&D stock, human training stock and the service for business of firms. Particularly, this paper takes an industry-based approach, that is, analyzed the effects of industrial policy stock for Mechanical Parts & Materials Industry assuming the existence of the R&D based production function. we gather the government investments related to the targeted industry of 13 regions during 18 years(1999~2016) for empirical assumption. The main results from this empirical analysis are summarized as follows. First, we find that the infrastructure stock and R&D stock has been influenced positive effects of labour productivity. Second, interaction between the characteristic of regional industry like a regional competition index and infra stock and R&D stock has been influenced positive labour productivity. Third, each of industrial policy stock differently influenced labour productivity in four metropolitan areas. According to estimates results, regional industrial policy related to specific target industry need to be differently considered by each of the method of the industrial policy and region.
