노동자 이해대변의 다양화와 매개조직의 역할

본 연구는 최근 시도되고 있는 새로운 형태의 노동자 이해대변 사례들을 분석함으로써, 노동운동이 고용형태의 다양화와 노동과정의 파편화와 같은 노동조합 조직화의 걸림돌을 어떻게 극복하고 있는지 살펴본다. 새로운 노조 조직화 사례로 i) 플랫폼 배달 노동자들이 결성한 라이더 유니온, ii) 지역노조에서 산별노조로 진화한 사회복지유니온, iii) 온라인 조직화 플랫폼을 통해 결성된 전문직 특수고용 노동자들의 방송스태프노조, iv) 지역의 소규모 영세사업장 노동자의 조직화 과정과 조직화 이후 성과를 분석했다. 이를 통해서, 첫 번째로 취약계층 노동자들을 위한 집단적 이해대변의 형태가 환경의 변화에 따라서 진화하는 과정을 확인할 수 있었다. 두 번째로, 그러한 진화과정에서 온라인 조직화 플랫폼, 지역비정규노동센터와 같은 매개조직이 중요한 행위자로 떠오르고 있음을 발견했다. 끝으로, 전통적인 조직화와는 다른 경로로 조직된 노조들이 조직화 이후에도 기존의 단체교섭을 보완하거나 대체하는 새로운 이해대변 활동을 벌이고 있음을 확인할 수 있었다. 이러한 사례분석 결과는 노동환경의 변화 및 사용자의 전략적 선택에 의해 다양해진 고용관계 하에서 실천적으로 변화하고 있는 노동자 이해대변의 역동성을 이론화하는데 기여함과 동시에, 기존의 노동조합과 활동가들이 취약계층 노동자들을 조직화함에 있어 참고할 수 있는 전략적 수단의 모음을 제공한다는 점에서 실천적 의미를 갖는다.
Abstract
This study explores emerging forms of collective representation in Korea to theorize how labor movement deal with the difficulties and obstacles to organize labor unions stemming from the shifting nature of employment relations and the fragmentation of labor process. Specifically, we conducted multiple case studies of i) riders’ union for food delivery workers ii) social workers’ union which evolved from community union to an industrial union, iii) the union of broadcasting workers organized by dependent self-employed professionals and iv) community unions for workers employed by small businesses. Through the case studies we identified the process by which one form of collective representation evolves into another adapting to shifting institutional environment. Second, we found the growing importance of various labor advocacy organizations which perform a mediating role in union organizing. Finally, new forms of collective representation adopted alternate strategies as they found it difficult to engage in a collective negotiation in a traditional way. These findings offer a theoretical insight into the recent debates of the revitalization of labor movement, as well as provide labor activists with strategic tool-kit to organize marginalized workers.
