EUREKA Celtic을 통한 EU권과의 국제기술협력에 관한 연구 - 제 4차 산업혁명 기술 분야 5G를 중심으로 -

EU는 세계에서 가장 경쟁력 있는 국가를 만들기 위해 EU기술혁신정책을 수립하였다. 제 4차 산업혁명 시대에빠른 기술발전에 부흥하고 보다 경쟁력 있는 기술력을 가지기 위해서 국가적 차원에서 국제기술협력은 하나의 중요한 전략이 될 수 있다. 본 논문에서는 제 4차 산업혁명의 토대를 이루는 5G와 연관된 기술 분야에 대한 EU권과의 국제기술협력 방안을 살펴보는데 연구의 목적을 두었다. 제 4장에서 제시한 EUREKA Celtic-Next 프로그램은 특히 5G연관 기술 분야를 집중적으로 지원해 주는 프로그램임을 알 수 있었으며 이는 바로 한국의 산업체 및 연구기관 대학교 등이 EU권과의 공동 연구를 통해서 함께 개발할 수 있는 좋은 프로그램이다. 우리나라는 EUREKA의 준화원국으로서 2개 이상의 EU회원국과 함께 어떠한 분야에도 EUREKA 공동연구에 참여할 수 있다. 따라서 한국 산업체 및 연구기관 그리고 대학교에서도 5G 연관 기술 분야에서 EUREKA Celtic Next 와 공동연구를 할 수 있다. 이는 우리 기업들이 EU와의 국제기술협력을 통해서 세계적으로 기술 확장 할 수 있는기회가 되고 또한 시장에서 개발되는 표준화기술을 함께 만들어갈 수 있다. 한국정부는 지금까지 EUREKA지원에서 여러 기술 분야를 공동기금에서 지원하고 있다. 향후에는 5G를 위한EUREKA Celtic-Next 지원을 할 필요가 있다고 할 수 있겠다. 본 논문에서 살펴본 바와 같이 EUREKA Celtic-Next 과의 협업을 통해서도 한국 중소기업 및 연구소 등과의 공동연구를 하는 5G를 위한 특정 목적으로 기금을 마련지원해 주는 방안도 좋은 정책이라고 할 수 있다.
Abstract
The EU has established as the most competitive area in world in making technological innovation policy . At the national level, international technological cooperation can be an important strategy in a world of rapid technological development in order to revitalize and increase competitive technological capabilities, especally in the fourth industrial revolution. The purpose of this study is to find how international technological cooperation with the EU in the 5G-related technology field forms the basis of the fourth industrial revolution. The EUREKA Celtic-Next program presented in Chapter 4 is a good program that provides intensive support for 5G-related technologies. As a member country of EUREKA, Korea can participate in EUREKA joint research in any field with two or more EU member states. Therefore, Korean industries, research institutes, and universities can collaborate with EUREKA Celtic Next on 5G related technologies This is an opportunity for Korean companies to expand their technology globally through international technical cooperation together with the EU, and to create standardized technologies in the market. The Korean government has so far funded several technical fields in EUREKA assistance. In the future, it will be necessary to support EUREKA Celtic-Next for 5G. As discussed in this paper, this is also a good way to provide funding for specific purposes for 5G through collaboration with EUREKA Celtic-Next.-
