한국의 퇴직연금 시장은 매우 빠르게 성장하고 있으나 짧은 역사로 인하여 연금 선택과 운용 행태에 관한 연구는 드문 것이 현실이다. 본 연구는 국내 퇴직연금 가입자들의 합리적인 연금선택과 운용을 유도하고 정책적 기틀을 마련하기 위한 행태 경제 실험을 제안하는 데 목적을 둔다. 구체적으로 금융교육과 연금상품의 변동성 정보 제공, 실질 수익률 정보 제공의 개입을 고려하며, 동시에 디폴트 옵션(default option)의 제공을 고려한다. 또한 제안된 실험은 참여자 개인의 투자 선호와 자산구성 등의 특성을 고려할 수 있게 하였으며, 선택에 따른 차별적인 금전적 보상을 제공한다. 마지막으로 금융감독원의 직원을 대상으로 한 예비 실험을 바탕으로 기대 효과에 대해서 논의한다. 예비 실험 결과 금융교육 및 변동성 정보 제공과 같은 추가적인 정보의 양은 연금 운용 선택에 유의한 영향을 미치지 못 함을 보이고, 실질수익률을 제공하는 것과 같은 정보의 재가공과 그에 따른 용이성은 유의한 행동 변화를 유도함을 밝힌다. 또한 본 예비 실험 결과는 국내 상황을 고려한 디폴트 옵션의 필요성에 대하여도 논의한다.
Abstract
Though the retirement pension market in South Korea is growing rapidly, due to the short history of the market, there has been little domestic research on laborers' choice of and management of their retirement plans. This paper proposes an experimental and theoretical framework for financial regulations that would guide Korean workers towards making more rational decisions on pensions. Specifically, we consider four treatments simultaneously: financial education, informing on the standard deviation of portfolio returns, informing on the real rate of return, and the default option. In the experiment, we ask participants two types of questions: preferences that would influence their investment strategy, and their choices on hypothetical retirement savings plans, which we construct based on actual bank pension funds. We also collect each participant’s current asset portfolio and other demographic characteristics. Finally, we discuss the anticipated effect of the treatment based on the preliminary results with employees from the Korean Financial Supervisory Services (FSS).
