영과잉 회귀분석을 이용한 연구개발 인력 수요 결정 요인에 관한 연구 : ICT 기업을 중심으로

The role of ICT industry is becoming very important in the recent socio-economic environment where technology innovation and the fourth industrial revolution are emerging. This study analyzed the current status of R&D manpower and determinants affecting manpower demand in R&D policy to cope with such environmental change. We analyzed the status of R&D manpower possessed by innovative SMEs into ICT companies and other industries by using SME technology statistics survey data. We also used Zero-inflated regression analysis to find out determinants that affect the demand of R&D manpower. According to the results of the study, ICT firms have a higher level of research and development manpower compared to other industries, but there is no difference in the number of recruitment researchers. In addition, according to the projected R&D manpower forecasting model presented in this study, the different determinants affecting the demand of R&D manpower of general SMEs and ICT SMEs are different and it is necessary to establish a different approach in the formulation of ICT R&D manpower policy. This study emphasizes the importance of differentiated policy according to ICT and the necessity of customized policy program based on the demand of R&D manpower, and it is meaningful to provide various evidence data for policy decision making.
