Synthesizing Feasibility Study Results for Public Investment Projects

In this study, we develop a model that synthesizes the various criteria of feasibility studies by using an AHP rating approach and goal programming. The suggested AHP model structure consists of two levels of criteria and seven classes for each of the second-level criteria. To develop the model, we take 82 samples of feasibility study results conducted by the Evaluation Institute of Regional Public Corporation. The first-level criteria consist of the major judgement criteria and the basic judgement criteria, and the weights are set with the rank order centroid (ROC) method. The second-level criteria consist of economic, financial, and political analyses (the lower levels of the major judgement criteria) and development environments and review plans (the lower levels of the basic judgement criteria). For the second-level criteria, the weights are set by pairwise comparisons and ROC. We employ goal programming to set the weights of the seven classes of the grade. The performance of the model developed in this study is high with 81.82% sensitivity and 80.49% accuracy. The model can serve as an alternative index to complement current qualitative methods and synthesize feasibility results to enhance objectivity and support rapid decision making.
