지역자치단체의 소득지원 방안 연구: 무조건적 기본소득, 부의 소득세(NIT)방식의 기초소득, 근로참여수당

This study compared Unconditional Basic Income, NIT-based Guaranteed Income, and Work Participation Allowance as social allowance for workers with a realistic viable income guarantee model for GyeongGAI Province. First, the basic income and basic income measures applicable to GyeongGAI Province were reviewed, but all of them were found to be beyond the budget range. The realizable income guarantee plan is to expand and supplement the national employment support system, which is set to take effect next year, until conditions are available for implementation of basic income. Unlike its grand name, the national employment support system is a system where the conditions are tricky, the salary level is very low, and the payment period is only six months, so only the pattern is unemployment-poor. It is a means of income security supplemented by local governments by supplementing this poor. Since work participation allowance in GyeongGAI Province is a topping method that compensates the beneficiaries who are determined under the central government's system, it is believed that it will significantly reduce the administrative burden and costs that may be shown in the selection process of the target.
