육아휴직제도에 대한 이해관계자 집단의 정책 수용 인식 분석 -Q 방법론을 중심으로-

In order to solve the low birthrate population problem, the government introduced and enforced the parental leave system in the public and private sectors, seeking institutional development by supplementing the period of leave of absence, expanding targets, and strengthening support for business operators. However, apart from the institutional development, the actual utilization rate in the field has a large gap between large and small companies in the public and private sectors, especially the private sector. The purpose of this study is to identify the causes of the widening gap in utilization rates between the public and private sectors, large corporations, and will focus on the perceptions of stakeholders related to the parental leave system. The research was conducted using Q methodology, which is a useful methodology to systematically grasp the subjective perception of human beings. As a result of the type analysis, there was a difference in perception among stakeholders according to benefit group and regulation group. Based on these differences in perceptions among stakeholder groups, this thesis proposes policy alternatives by type to enhance the policy acceptability of parental leave system.
