시스템 전환론에 입각한 지역혁신론의 탐색 : 개념화와 적용

초록
본 글에서는 사회･기술시스템 전환론의 관점에서 지역혁신 정책을 개념화하고 적용하는 탐색적 연구를 수행했다. 그 동안 혁신체제론에 기반한 지역혁신론은 지역의 산업발전과 혁신능력 향상을 목표로 해서 지역 클러스터 구축에 초점을 맞추어왔다. 본 연구에서는 지역이 직면한 도전과제 대응에 중점을 두면서 지속가능한 시스템 전환을 주장하는 시스템 전환론의 관점에서 지역혁신론을 논의했다. 이를 위해 시스템 전환론과 포스트 클러스터론을 종합하여 전환적 지역혁신론의 주요 요소를 정리하는작업을 했다. 그리고 이를 바탕으로 과학기술정보통신부의 ‘지역맞춤형 R&D 지원사업’을 사례로서 분석했다. 이 사업은 기존 지역 R&D사업과는 달리 지역문제 해결, 지역시민사회 참여 등과 같이 새로운목표와 추진체제를 바탕으로 하고 있다. 그러나 경로의존성이 작동하고 있기 때문에 지자체나 지역 혁신기관들은 여전히 과거 방식대로 사업을 추진하고 있다. 물론 새로운 요소들이 도입되면서 속도는 느리지만 새로운 실험들이 속속 이루어지고 있다. 본 연구는 이런 개념화 작업과 사례 연구를 통해 전환적 지역혁신정책이 갖는 의미를 살펴보고 향후 연구방향을 논의했다.
Abstract
In this article, regional innovation policies were conceptualized in terms of socio-technical transition approach. In the meantime, regional innovation theory has focused on building regional clusters with the aim of improving the industrial development and innovative capabilities of the region. In this study, we explored regional innovation policy from the perspective of system transition which emphasizes sustainable socio-technical system. To this end, the important factors of the regional system transition theory were elicited and applied to “the Region-specific R & D Support Project” of the Ministry of Science and ICT. This project is based on new goals and systems such as solving local problems and participation of local civil society. However, because path dependence is at work, municipalities and local innovators are still taking the traditional approach. But this project is expected to evolve into a new type of transition-oriented programs, learning from these experiments. Through this conceptualization and case studies, the implications and challenges of ‘transformative regional innovation policies’ were examined.
