The policy process should recall the potential for inherent errors in accordance with the policy’s hypothetical position and utilize information and knowledge, or evidence, based on logical causation. In particular, it is necessary for policymakers to make more detailed and theoretical arguments about major assumptions in the hypothesis based on evidence derived from research conducted in other academic discipline, rather than solely planning policies from a policy and administrative view. This study was designed to deduce hypothesis in policies by using the program logic model and to identify the need for evidence-based policy planning through verification processes. As a result of the research analysis, it was confirmed that assumptions derived in the process of science and technology policy planning were generally able to confirm academic, theoretical and causal by comparing the contents of subject awareness, demand, or prospects in various academic discipline. These findings show that evidence-based policy verification using the program logic model in the process of science and technology policy planning can be an essential attempt that the nation’s science and technology policy planning system has more academically and empirically verified. It also recognizes that research in other academic discipline can serve as a very important agenda, and ultimately suggests that these diverse processes can be a useful opportunity to contribute to policy success.
