포용과 분권의 어울림: 프랑스와 네덜란드 사례의 비교 분석

This paper examines how inclusiveness and decentralization interact with each other, focusing on the cases of France and the Netherlands. Upon reviewing relevant literature, we examine the centralization-decentralization dynamics in reality. Analytical comparison of France, historically developed as a centralized bureaucratic nation, and the Netherlands, a small decentralized country, should be useful. As for the methodology, a macro-level contextual discussion, rather than a micro-level, quantifialbe data analysis, is used in this study. A mixture of evidence show that the small country of decenrtralized institutions enjoys much higher degree of overall stability, political democracy, and social mobility than France does. In addition, an effect of psychological reward merits further consideration when individual cizitens and groups are offered with decentralized decision-making authority and opportunities. Lastly, upon observing some inclusive policies of the current Moon administration in Korea, the authors emphasize the importance of incentive-based voluntary participation in local political process and co-governance.
