경찰의 행정책임성이 조직몰입에 미치는 영향분석: 재량권과 사회적 지지의 매개효과를 중심으로

The subject of administrative accountability has long been discussed in the area of public administration and politics. Since the argument suggested by Romzek & Dubnick(1987), the efforts to identify sub categories of administrative accountability has been accelerated, however, the debate mainly focused on theoretical and conceptual explanation of it. Little attention has been devoted to the empirical tests of the perception on the sub categories of administrative accountability and its impacts on other factors. The purpose of this study is to empirically identity administrative accountability and causal relationships among organizational commitment(OC), discretion and social support. In order to test our hypotheses, we surveyed 164 police officers and constructed a structural equation modeling(SEM). Our conceptual model assumed mediating effects of discretion and social support between independent and dependent variables. The results showed that hierarchical accountability had direct and indirect effects on OC. Although, democratic accountability did not have a direct impact on OC, the total effect showed positive and statistical significance, which revealed full mediation of discretion and social support. Based on the empirical test results, theoretical and practical implications were discussed.
