한국 공영방송 관련 법 개정 논의 과정의 특성과 정책적 함의: KBS 관련 개정법률안을 중심으로

This research is aimed at examining the characteristics of the revision of the KBS-related broadcasting law, the current status and contents of the bill, and the legislative process, and looking for practical measures to establish the legal system for public broadcasting in the future, from the 16th National Assembly to the 20th National Assembly. The National Assembly's proposals on KBS show that there have been repeated legislative attempts between the ruling and opposition parties around the board and the executive body, and that legislative proposals of such political nature as the separate collection of license fee have mainly been made in relation to funding, and that no discussion has been made about the public broadcasting service responsibilities. The topography of discussing the legal system of public broadcasting in our society is much narrower than the European Council's discussion of public service media governance, and has been reduced in the form of governance that has incorporated political patronism. Against this backdrop, the discussion on governance of public broadcasting should not be left to the National Assembly level, but should be restructured through preemptive and practical acts such as the introduction of an accountability system that can be voluntarily established by public broadcasting or strengthened citizen participation.
