중국 사회적기업의 의미와 현황 및 활성화 방안에 관한 연구

본 연구는 중국 사회적기업의 정체성을 확립하기 위해 사회적기업의 개념을 고찰하고 다양한 유형의 사회적기업 형태에 따른 특성을 분석하여 중국 사회적기업의 발전을 위해 대안을 제시하고자 하였다. 이러한 연구의 목적을 달성하기 위하여 중국 사회적기업에 대한 특징을 분석하고 사회적기업에 대한 문헌고찰을 병행하여 연구에 임하였다. 중국 사회적기업의 발전은 아직 초보 단계 있지만 사회적 영향력은 점차 확대하고 있다. 또한 중국 사회적기업의 실제 상황은 여전히 많은 어려움에 직면하고 있는 것은 분명한 사실이다. 이런 문제를 고려할 때 사회적기업에대한 제도적 환경의 최적화, 자원 공간의 확대 및 전문화 수준을 향상시킴과 더불어 사회적기업에 대한 사회적 인지도 향상을 통한 지속적 발전 가능성을 높이기 위한 끊임없는 혁신적 경영이 수반되어야 할 것으로 판단된다. 본 연구의 결과로 다음과 같은 네 가지 방안을 제안하고자 한다. 첫째, 사회적기업의 지속가능한 발전을 도원하기 위한 통합적인 경영환경을 조성해야 한다고 판단된다. 둘째, 중국 정부는 사회적기업의 지원을 위한 명확한 법적 제도를 보완해야 한다고 판단된다. 셋째, 중국 정부는 사회적기업에 대한 지원을 확대하고 공공 서비스 분야에서 사회적기업이 역할을 충분히 발휘할 수 있도록 사회적 네트워크 정립에 노력해야 할 것으로 사료된다. 넷째, 중국 정부는 사회적기업 관계자에게 기업 설립을 위한 정책적으로 지원 및 교육 체계를 마련해야 할 것이다.
Abstract
In order to establish the identity of Chinese social enterprises, this study considered the concept of social enterprises and analyzed the characteristics according to various types of social enterprises to present alternatives for the development of Chinese social enterprises. To achieve the objective of this studies, the characteristics of Chinese social enterprises were analyzed and the literature review of social enterprises was conducted simultaneously. The development of Chinese social enterprises is still in a rudimentary stage, but their social influence is gradually expanding. It is also clear that the actual situation of Chinese social enterprises still faces many difficulties. Considering these issues, it is judged that continuous innovative management should be involved to enhance the potential for sustainable development through the enhancement of social awareness of social enterprises as well as the optimization of the institutional environment for social enterprises, the expansion and specialization of resource spaces. As a result of this study, I would like to propose four options: First, it is judged that an integrated management environment should be created to help the sustainable development of social enterprises. Second, it is judged that the Chinese government should supplement the clear legal system for supporting social enterprises. Third, it is believed that the Chinese government should expand support for social enterprises and strive to establish social networks so that social enterprises can fully play a role in the field of public services. Fourth, the Chinese government will have to prepare a policy support and education system for the establishment of enterprises to social enterprise officials.
