중국의 선박 배출통제구역 규제정책에 관한 연구

The atmospheric pollutants emitted by maritime traffic has a serious impact on the health of port residents. The issue of air pollutant emissions from maritime transport has now become one of the main causes of atmospheric and environmental pollution. Therefore, in many countries around the world, the governments have implemented a variety of control methods to mitigate the release of pollution into the atmosphere caused by maritime traffic. In order to reduce the pollution caused by shipping emissions, China established the Emission Control Area (ECA) in 2015. After the implementation of the ECA policy, the air quality of local ports continued to improve. Therefore, the Chinese government has continued to promote the policy of the ship emissions control areas while also making additional modifications to the policy. In December 2018, the Chinese government issued new ECA regulations. The geographical scope of the ECA has been expanded and the specific contents of the management regulations has been revised and supplemented. The ECA's newest regulation version was implemented on January 1, 2019. However, there are still some problems in the management and operation of China's ECA. So far, there is a lack of the systematic investigation of China’s ECA regulations in Korea. In particular, there is no research on the latest policies and regulations of China's current ECA. This paper analyzes the development status of China's ECA and the contents and characteristics of the newest regulations. Through the study of China’s ECA policies and regulations, this paper demonstrates the shortcomings of the policy, and comes to conclusion by offering several suggestions for the development of Korea’s ECA.
