The expansion of the legislative functions and roles of local councils is underway with the development of our local autonomy. Despite the continued expansion of local decentralization, the scope and scope of local autonomy legislation have been limited by the limits of the "Constitutional law" and "Local Autonomy Act" and local autonomy related laws. The continued expansion of self-government and fiscal power from the central government to local governments has not led to the expansion of the realm and scope of autonomous legislation. In addition, the qualitative improvement of local autonomy and the proper reflection of the needs of residents in local autonomy are being hampered. In self-governing legislation, the following are suggested as reasons for the emergence of poor legislation and populist legislation: First, the limitations of the "Constitution", “Local Autonomy Act” and “local autonomy-related statutes”, Second, lack of participation by residents due to lack of public relations in the self-governing legislation process, Third, the lack of human resources in the legislative support organization of local councils, Fourth, lack of expertise in a local assemblyman and legislative support personnel. The improvement of the legislative process of local councils can be pursued through improvement of the legislative system, readjustment of legislative theory and legislative standards, and legislative evaluation system, and improvement of the legislative process system. The readjustment of the legislative process of local councils could lead to improvements in the qualitative self-governing legislation to promote the rights and interests of residents.
