지방자치단체 국고보조사업 전담 공무직의 임금체계 개편 필요성에 관한 탐색적 연구: 4개 국고보조사업을 중심으로

초록
본 연구의 목적은 증가하는 자치단체 공무직 중 국고보조사업 전담 공무직의 임금체계 개편 방향성을 모색하는 것이다. 그 동안 다수의 인사행정분야 연구들은 ‘공무원’에만 초점이 되어 있었으나 본 연구는 자치단체에서 직접고용한 공무직 인력에 대한 학술적 관심이 필요하다는 것을 제시하면서 특히 4개의 국고보조사업(통합사례관리사업, 방문건강관리사업, 의료급여관리사업, 아동통합사례관리사업)을 전담하기 위한 민간인력의 임금체계와 직위분류체계가 개선되어야 함을 제시하고자 하였다. 임금 및 직위분류체계의 개선이 필요함을 도출하기 위해 자료를 취득할 수 있는 범위 내에서 기본 현황을 분석하였고, 공무원과 공무직 간의 비교검토를 통해서 시사점과 개선방향성을 제시하였다. 이를 바탕으로 직위분류체계는 자치단체 공무직 직위분류체계 내 ‘전문직<사례관리직종’범주로 분류하여 관리되어함을 제시하였다. 임금체계는 기본급은 4종의 사업이 통합하되 기존의 고정급제에서 단일직급호봉제로 개선하고 사업별 특성과 자치단체 역량에 따라 부가급을 운영하는 방안을 제시하였다.
Abstract
The purpose of this study is to search on necessity of reforming to wage system of workers on national subsidy program at local governments. It is different this study from advanced researches that have focused public servants or public personnel administration. So this study has suggested to necessity of research target on workers who are not public servants at local governments. The wage system need to those who are workers as a case management at four national subsidy programs. Policy improvement method was proposed through analyzing administrative data and comparing case study on between public personal administration system and non-public servants at local governments. In the conclusion, first of all, classification job-position of non-public servants at local governments should be reclassified to a professional job-position from a support job-position. And then the currently wage system have to be changed from calculating wage in accordance with each program guidelines of four national subsidy programs to a integrated single-salary-schedule with add allowances.
