지방자치단체 행사축제 원가회계정보의 유용성에 관한 연구

본 연구는 2013년부터 시행되고 있는 행사·축제 원가회계정보 공개제도의 유용성을 분석하는 것을 목적으로 한다. 이를 위하여 본 연구에서는 「지방재정 365」에 공시되고 있는 2016회계연도 대규모 행사·축제를 대상으로 원가정보의 비교 가능성, 의사결정에의 활용 가능성, 그리고 원가정보의 신뢰성의 측면에서 현재의 행사·축제 원가회계정보 공개제도의 유용성을 분석하였다. 분석결과는 다음과 같다. 첫째, 원가정보의 비교 가능성 측면에서 현재 공시되고 있는 행사·축제 원가회계정보를 통하여 지방자치단체 간의 비교 가능성은 다소 미흡한 것으로 나타났으나 동일 지방자치단체 내에서의 시계열적 비교 가능성은 높은 것으로 나타났다. 둘째, 의사결정에의 활용 가능성 측면에서 현재의 행사·축제 원가회계정보는 내부 이용자 측면과 외부 이용자 측면 모두에게서 다소 미흡한 것으로 나타났다. 셋째, 원가정보의 신뢰성 측면에서 현재의 행사·축제 원가회계정보는 원가정보 대상을 충실히 표현하지 못하고 있는 것으로 나타나 공시된 원가정보의 신뢰성이 높지 않은 것으로 나타났다.
Abstract
The purpose of this study is to analyze the usefulness of the festival cost accounting information that has been enforced to open to the public since 2013. To this end, this study is aimed at large-scale events and festivals, which are announced in the Local Finance 365, in terms of comparability of cost information, availability of decision making, and reliability of cost information. The usefulness of cost accounting information was analyzed. The analysis results are as follows. First, in view of the comparability of cost information, the event and festival cost accounting information that is currently announced showed that the comparability between local governments was somewhat inadequate, but the time series comparability within the same local government was high. Second, in terms of the possibility of making a decision, current events and festival cost accounting accounts were found to be somewhat inadequate in both internal and external users. Third, in view of the reliability of cost information, the current event and festival cost accounting accounts do not represent the cost information object faithfully, indicating that the published cost information is not reliable.
