지출준칙과 개인적 및 집단적 지출 관리 필요성에 대한 연구

초록
우리나라의 국가재정운용계획은 2000년대 재정개혁의 일환으로 도입되었으나, 재정운용 시 명시적 준칙이 없어 정부의 단기적 정책에 따라 변경될 수 있다는 한계가 있다. 정부지출은 국가경제에서 큰 비중을 차지하고 있으나, 예기치 않은 세입 등이 발생하는 경우나 정부 역할의 증대 요구 등에 따라 급격하게 변화할 수 있는 유인을 가지고 있다. 실제 우리나라의 정부지출 비중은 OECD 주요국 중 가장 높은 증가율을 보이고 있고, 정부지출의 기능별 분류(COFOG)에서 개인적 지출 비중은 지속적으로 증가하고 있다. 또한 정권에 따라 개인적 지출과 집단적 지출의 비중이 달라지는 특징이 나타난다. 이와 같은 정부지출의 증가 추이를 볼 때 우리나라도 해외 주요국처럼 명시적 지출준칙 도입을 통한 중장기적 관점에서의 안정적인 재정운용이 필요하다. 또한 개인적 지출과 집단적 지출의 분류 및 관리를 통해 정책 일관성을 제고할 필요가 있다. 본 연구는 급격히 증가하고 있는 정부지출 비중에 대해 관리 수단으로 지출준칙 도입의 필요성과 일관성 있는 재원배분을 위한 COFOG의 개인적 지출과 집단적 지출 관리 필요성 등의 정책 시사점을 제공하였다는 데 의의가 있다.
Abstract
Mid-term expenditure framework has been settled since the 2000, but there is a limit that it can be changed according to the government's policy without explicit fiscal rules. Government expenditure is a big part of the national economy, but it has the incentive to change rapidly due to unexpected revenues or demands for increased government expenditure. In fact, The growth rate of government expenditure in Korea is the highest among OECD countries, and the share of individual spending in Korea continues to increase. Furthermore the growth rates of government expenditure and individual spending have changed according to the regime. In view of the trend of government expenditure, Korea needs to introduce explicit expenditure rules, and stable management in the mid-term through checking the proportion between individual and collective spending for consistency and stability of government expenditure. This study is meaningful in that it has implications such as the necessity of introducing explicit expenditure rules and managing COFOG's individual and collective spending as a limiting means against the rapid increase of government spending.
