한국형 지식재산도시조성을 위한 법적 근거 마련과활성화를 위한 제언

This study was conducted to propose a plan for sustainable operation ofintellectual property cities. For this purpose, the study analyzed overseas cases ofChina and Japan and derived the implications to set the direction of the intellectualproperty city development project suitable for Korea, and suggested effectiveapplication plans. In addition, the legal basis was suggested in the Invention Promotion Act for thecreation of a Korean version of Intellectual Property City so that the existing localgovernments could overcome the limitations of operating intellectual property citieswithout legal grounds. In other words, the necessity of defining the intellectualproperty city, the government policy for promoting intellectual property city, thecomposition and operation plan of the committee for designation of intellectualproperty city, and the regulations on financial support were examined. With the above legal grounds, five ways for the success of the Korean version ofintellectual property city, where intellectual property can settle in the region andsecure competitiveness, were suggested. First, a bottom-up governance system led bylocal governments should be established. Second, the local intellectual property cityshould be promoted by reflecting the background, environment and characteristics ofeach city. Third, after being designated as an intellectual property city, the operationof the project should be introduced step by step through the evaluation of intellectualproperty rights management. Fourth, the value and utility of intellectual property citycould be maximized by promoting business linkage and cooperation with various innovation subjects. Finally, various resources such as government, enterprises, andfunds should be utilized to promote the project. The development plan of intellectual property city suggested by the results of thisstudy is expected to contribute to the successful establishment of Korean version ofintellectual property city through differentiated policy establishment by localgovernments and customized regional support by the central government.
