항공안전법상 장난감 드론 규제 : 사람이 많이 모인 장소에서 비행 금지의 비현실성

The accelerating speed of users purchasing toy drones is already much faster than law makers can regulate their use. There is considerable ambiguity in current aviation safety law that prohibits toy drones from flying over densely populated areas (eg, residential area, heavily populated areas). In order for toy drones to be popular in urban space, new specialized law is needed to regulate the drones that fly freely over people. Without clearly defining the toy drones, consumers will not be able to determine the sites over which their drones can fly. It is thought that defining toy drones based on the level of sensors installed in the top 20 best-selling drones will minimize the gap between actual law and reality. Many of the accidents caused by toy drones are believed to have occurred while watching drones like sport events. As it has similar characteristics to the accidents occurring in sports venues, it was proposed that special regulations reflect immunity agreements in sports accidents. This is the first study to suggest a response strategy for the toy drone flying prohibition over crowded places. It is expected that this study will serve as a valuable reference to discuss drone flight regulations over people.
