초록
EU와 동아시아 국가들은 지역 간 국제법의 체결과 발전을 위하여 노력해왔다. EU는 한-EU FTA 체결을 시작으로 동북아시아 국가들과의 무역 및 경제협력에 관한 기반을 조성하였고, 비경제적 협력까지 확대하고 있다. 최근 EU와 일본이 자유무역관계를 설정하는 특혜협정을 체결하면서, 이러한 현상은 더욱 심화되었다. EU와 동남아사아 사이의 EU-ASEAN FTA 논의는 여러 논제를 낳았지만, 실제로는 인권문제와 국제관계 등 여러 이유로 협상이 진전되지 못하였다. 한편 EU는 지역 간 (경제)협력 강화라는 목적을 실현하기 위하여 ASEAN 소속 국가들과 개별적인 양자간 FTA를 체결하고 있다. 이러한 접근은 일본이 ASEAN과 FTA를 체결하였던 방법이며, 한국은 한-ASEAN FTA 체결 이후 한-베트남 FTA를 별도로 체결하였다는 점과 비교될 수 있다. 한국과 EU는 FTA를 비롯한 조약들을 바탕으로 다양한 협력을 진행해왔는데, EU-ASEAN FTA 추진과 발전에 있어서 한-EU 조약들은 여러 의미로 평가될 수 있다. 물론 EU와 상대방은 이 과정에서 여러 변수도 고려해야 한다.
Abstract
Just by an initial push forward with a plan, the EU-ASEAN FTA can generate economic ripple effects and give birth to new debate topics. However, there has been a pause in processes for various reasons – human rights issues, international relations, and so on. Fortunately, there has been a move to resume the negotiations and actual consultations for an FTA since 2017. At the same time, the EU has entered into bilateral FTAs with ASEAN member countries respectively to realize the objective of strengthening inter-regional (economic) cooperation. This approach is similar to Japan when the Japan-ASEAN FTA was signed after the Japanese bilateral FTAs with ASEAN member countries respectively. Then, it can be compared to the Korean style in which the Korea-Vietnam FTA was concluded after the signing of the Korea-ASEAN FTA. The EU-ASEAN FTA issue is related to the other FTAs or legal infrastructures in the East Asian region. For example, the legal infrastructure of Korea and the EU has been built with the FTA and other agreements. It can be evaluated a variety of ways in terms of the promotion and development of the cooperation between these two entities. Of course, the EU must also consider several variables such as Brexit.
