플랫폼 경제에서의 노동자 보호를 위한 해외 정책동향

Over the last few years, the platform economy has grown significantly. This rapid growth is now changing traditional employment relations and work processes, as well as the social meanings connected with these. The real problem of the spread of platform-based work is that it could worsen the precariousness of work, which has become severe. In recent years, this concern has triggered much discussion in South Korea in terms of how to protect the increasing number of individuals who work for platforms. However, so far, no meaningful solutions have yet been suggested. Against this backdrop, this paper introduces diverse policy initiatives that could provide creative inspiration, summarizing a series of policy initiatives implemented by Western countries (e.g. the US and EU member states). We focus on four key challenges in the protection of platform workers: clarifying platform workers' employment status, offering fair and decent digital work, building collective employment relations and governance for social dialogue, and innovating the social security system. The paper explores solutions to these issues by looking at various policy initiatives, ranging from legislation to platform certification systems and worker representation. After a brief introduction, the implications and limitations of each initiative are discussed in relation to South Korea's current platformization.
