지역 사회적 대화의 경로진화: 역사적 제도주의 관점으로 분석한 부천 사례

The purpose of this study is to examine the factors of the formation and evolution of local social dialogue system through the case analysis of Bucheon region from the perspective of historical institutionalism. The importance of coordination involving local stakeholders is emphasized. Nevertheless, most local of Korea do not play a role of real governance while maintaining a formal social dialogue system. This study is based on the case of Bucheon area where evolution is considered to be progressing since the start of the regional tripartite council system in 1999. In addition, this study analyzes actors' strategic choices and internal change factors according to structural changes from the historical institutional perspective. While most of the existing studies on social dialogue are static studies focusing on the functioning of the council, this study differs in the historical analysis of the process of institutional change and institutional change in a historical context. In order to fully explain the social dialogue system in Bucheon, it is necessary to explain the dynamic interaction of institutions and actions that develop over time. The process of social dialogue in Bucheon region is generated by external shock factors and gradual change by internal factors is explained by internal factors such as ideology, power relations, framing and group interaction. Thus, desirable evolution is difficult by centralized control of the state or by the autonomy of the market. In order for the system to evolve, actors must be able to interact with structures and institutions, to achieve their own interests, and to leverage local social dialogue for regional common development.
