글로벌 전자상거래 물류센터(GDC)와 보세제도의 발전방안에 관한 연구

초록
국경간 전자상거래의 확산과 함께 각국에서는 전자상거래 지원 정책을 수립하여 시행하고 있다. 우리나라에서도 산업통상자원부를 비롯한 정부부처에서 전자상거래 지원 정책을 발표하고 있으며, 특히, 관세청에서는 2018년부터 글로벌 전자상거래 물류센터(Global Distribution Center, GDC)를 신설하여 시행하고있다. 글로벌 전자상거래 물류센터는 글로벌 전자상거래 업체의 제품을 반입․보관하고, 품목별로 분류․재포장한 후 해외의 개인주문에 맞춰 제품을 배송하는 국제물류센터이다. 우리나라에서 글로벌 전자상거래 물류센터의 유치로 신규 일자리 창출과 물류 부가가치 효과가 크게 나타나고 있으며, 정부와 기업은 지속적으로 유치에 노력을 기울이고 있다. 본 연구에서는 글로벌 전자상거래 물류센터의 개념과 현황, 문제점을 살펴본 후 발전방안으로 관세행정관리상 대상 지역의 확대, 보세제도의 GDC 기능 확대, 관련 부처와의 긴밀한 공조 등을 제언하였다. 본연구를 통해 우리나라 관세행정의 발전과 글로벌 물류허브의 유치에 기여하고자 한다.
Abstract
As cross-border e-commerce increases, many countries have established and implemented e-commerce support policies. In Korea, government departments including the Ministry of Trade, Industry and Energy announced e-commerce support policies. In particular, the Korea Customs Service has launched a Global Distribution Center since 2018. The Global Distribution Center is an international logistics center that imports and stores products from global e-commerce companies, sorts and repacks them by item, and delivers them according to individual orders abroad. By attracting global e-commerce logistics centers, new job creation and logistics value-added effects were significant. Governments and companies are constantly trying to attract new ones. This study examined the concept, status and problems of the Global Distribution Center. As a development plan, we suggested the expansion of the target area of the GDC, the insertion of the GDC function to the bonded system, and the close cooperation of relevant ministries. The purpose of this study is to contribute to the development of Korea's customs administration and to attract global logistics hubs.
