미중 무역분쟁과 지구적 가치사슬-지적재산권 체제의 동요

BTrade disputes between the United States and China are part of the process of cracking the world order that has been going on since at least the 2008 global financial crisis. On the surface, the increase in tariffs and realistic hegemony competition between the two countries seems to be important in the dispute. But in the background behind that, there are the weakening of the global value chain and the shake-up of the intellectual property system and this conditions strongly defines the development and issues of trade disputes. Since the global financial crisis, various inter-company networks through the global value chain have increased the burden of interconnection to each other and have led to the departure of participants from this network. Meanwhile, intellectual property rights have been a key vehicle for regulating the relationships between companies in the value chain, but are now exposed to conflict over the scope of protection and rules of operation. The intellectual property system is drifting between the social costs it creates and the global competitiveness it can gain by acquiring it. In the midst of this enormous background of value chains and intellectual property agitation, the United States and China are repeating a vicious cycle in which the essential choices to overcome uncertainty add to the burden on the other party and again cause instability. Thus trade disputes between the two countries also condensed the vulnerability of this world order. As a result, the conflict between the United States and China is in a situation where it can escape the vicious circle only by making substantial changes to the world order of the existing neoliberal era.
