In 2010, the “Historical and Cultural Environment” was defined as a legal term in the Cultural Heritage Protection Act(CHPA), and a system for historic and cultural environment preservation area(HCEPA) was established. The HCEPA is a system to protect the value of cultural heritage by appropriately managing not only individual cultural heritage but also its surrounding environment. The historic and cultural environment needs protection and management in that it not only preserves cultural heritage but also enriches the living environment of local residents and forms historical landscapes to become a source of urban competitiveness. In this regard, the contents of the historic and cultural environment protection system under the CHPA were reviewed to limit the limits of the actual control of the acceptance criteria and permission, and the necessity of procedural control, the microscopic and passive control method of the current historical and cultural environment protection system, the Cultural Properties Committee The limitations in the system were presented, including concerns about deterioration in doubt. Therefore, it is not recommended to protect the historic and cultural environment with a focus on preserving cultural heritage, but to actively shift the view toward ‘creating’ the historic and cultural environment, and to establish a Heritage Planning as a means to provide a basis for future system improvement.
