다중흐름모형에 의한 김대중 1, 2기 정부의 부동산 정책 변동 비교분석: 1, 2차 초점사건을 중심으로

본 연구는 김대중 정부의 부동산 정책이 두 번의 초점사건으로 기존 규제강화에서 탈규제로, 탈규제에서 규제강화로 변동되는 과정을 분석하였다. Kingdon의 다중흐름모형(Multiple Streams Framework, MSF)을 김대중 정부 1기(부동산 탈규제 정책), 2기(부동산 규제강화 정책)로 구분하여 정책변동 과정을 분석하였다. 1기 부동산 탈규제 정책은 1997년 한국 외환금융위기라는 초점사건이 발생하였고, 2기 부동산 대출규제인 LTV(Loan To Value Ratio, 주택담보대출비율)도입은 주택가격 및 가계부채의 급등으로 가계대출의 건전성 이라는 새로운 사회문제로 부각되면서 초점사건이 된다. 이 2가지 초점사건으로 정책문제의 흐름을 통해 정 책기회의 창이 열려 김대중 정부 1기에는 부동산 탈규제 정책이, 2기에는 LTV도입을 통해 부동산 규제강화 정책이 시행되었다. 초점사건을 통해 부동산 정책변동이 이루어진 과정을 분석함으로써 김대중 정부 임기 내에서 상반된 부동산 정책이 시행됨을 알 수 있다. 한 정부에서 정책(방향)을 선택하면 일관되게 추진되거 나 일부 수정하는 것이 일반적이나 김대중 정부의 부동산 정책은 기존 규제정책에서 탈규제로, 다시 탈규제 에서 규제강화라는 정책반전(Policy Reversal)된 이례적인 사례로 볼 수 있다.
Abstract
This study analyzed the process of the real estate policy change of the Kim Dae-Jung Administration with two focusing events using the Multiple Stream Framework(MSF). Kingdon's MSF was divided into the Kim Dae-Jung Administration's first(real estate deregulation policy) and second(real estate regulation strengthening policy) to analyze the policy change process. The major results of the analysis are as follows. The first real estate deregulation policy occurred in 1997 due to a focusing event, the Korean financial crisis and the second real estate loan regulation, LTV(Loan To Value Ratio), was introduced to household loans due to the surge in housing prices and household debt. As it has emerged as a new social problem of the household loan soundness, it became a focusing event. With these two focusing events, a window of policy opportunities was opened through the stream of policy problems. By analyzing the process of real estate policy change through 1st and 2nd focusing event, it can be found out that real estate policies were reversed from deregulation to regulation within the term of the Kim Dae-Jung Administration.
