고용안전망 체계 개편의 방향과 정책적 검토 사항

Currently, a policy of expanding supplementary employment safety nets such as unemployment assistance is proceeding under the scope of expanding employment insurance coverage. Until now, the existing employment safety net has been centered on, or rather subsumed by, employee social insurance. While the employment insurance system intends to expand its coverage systemically, the problems of informal, undisclosed employment and the benefits “blind spot” continue to arise. In addition, the principle of unemployment disqualification for voluntary turnover is pointed out as a limitation of employment insurance. Under these circumstances, a three-tier employment safety net system has been in progress through the introduction of the National Employment Support System along with the discussion of the extension of employment insurance to platform labor. The purpose of this study is to suggest policy considerations for the future employment safety net system. To this end, I have reviewed policy issues surrounding the expansion of employment insurance coverage and the future of work brought upon by platform labor, e.g. prospective measures of the employment safety net to address the needs of platform work, the introduction and subsequent problems of unemployment assistance provided via the national employment system, and the consolidation of tax and social insurance premiums for the establishment of an income-based employment insurance system. As a result, in future discussions on the employment safety net, it will be necessary to consider: ① the necessity of formally defining certain subgroups as being independent from traditional labor law framework as regards employment insurance coverage, ② evaluation of the National Employment Support System as a supplementary employment safety net and its relation to public assistance, and ③ the necessity of switching to an income-based, individual employment insurance system via consolidated tax and social insurance premiums.
