감염병 재난의 예방･대비 체계 개선과 그 플랫폼화에 관한 연구 -「감염병 예방 및 관리에 관한 법률」과 재난･테러법제를 중심으로-

Since the spread of ‘Chorona 19’ in Korea, the number of infected people in Korea has skyrocketed, and the World Health Organization has declared a global pandemic of infectious diseases. The purpose of this paper’s research is to present a more efficient platform to prepare for another possible infectious disease disaster based on observations of the human disasters that have occurred at present. The research method analyzed and diagnosed the government’s response to ‘Corona 19’ and related evidence laws. The research analyzed the regulations on prevention and preparation under the Infectious Disease Prevention and Management Act in terms of the Administrative Organization Act and the Administrative Action Act. Based on these, the improvement plan was diagnosed by connecting the disaster management system with the security and anti-terrorism system. As a result of the research, the government proposed a platform for the prevention and preparation of infectious disease disasters through the establishment of the Korea Centers for Disease Control and Prevention, the establishment of the Korea Centers for Disease Control and Prevention, the strengthening of mutual cooperation with the Quarantine Act, the Infectious Disease Control Act, the Medical Act, the Disaster Management Act, and the Anti-Terrorism Act. These findings are expected to be used as platform building and improvement legislation data for the prevention and preparation of infectious disease disasters in preparation for the possibility of an international infectious disease disaster.
