한국과 일본의 범교과 학습 관련 진흥 법령 및 지원 체제 비교
A Comparative Analysis on the Legal System for Promoting Cross-Curricula Education between South Korea and Japan

이 연구는 한국과 일본의 범교과 학습 관련 진흥 법령 및 지원 체제를 비교한 것이다. 두 나라 모두 사회 문제가 제기되면 학교교육을 통하여 대책을 강구하는 점에서 공통점이 있으며, 그 결과 범교과 학습을 매우 강조한다. 그러나, 범교과 학습에 관한 법적 체제와 운영 방식에는 차이가 나타난다. 이 점에서 비교 연구 필요가 존재한다. 한국과 일본 모두 교육진흥법령이 적지 않지만, 한국이 상대적으로 더 많다. 한국은 국가 수준 법령 또는 중앙교육행정당국의 지침에 의거하여 범교과 학습이 시행된다. 이에 비하여, 일본은 지방자치단체 수준에서 지침을 활용하여 범교과 학습을 시행한다. 이런 제도적 형식을 취함에 따라서, 한국에서는 전국적으로 매우 유사한 내용과 형식의 범교과 학습이 이루어지지만, 일본에서는 지역간 특성이 상당히 강하게 드러난다. 범교과 학습이 효과는 미미한 채로 교사들의 업무 부담을 가중시키는 상황에서 교육 진흥 사항을 국가 교육과정 개정 시에 반영하고, 별도의 교육 진흥 또는 범교과 학습 주제를 강제하는 입법을 자제하고, 특별히 교육입법이 필요한 경우에도, 학교 상황에 따라 교사들이 자율성을 발휘하여 교육활동을 할 수 있도록 보장하는 방식의 입법으로의 전환을 제언하였다.
Abstract
The study compares Korean and Japanese education promotion laws and the institutional systems for cross-curricular education. While there are many laws to promote various education topics in both countries, Korea has relatively more. In contrast to Korea's enactment of laws to force a lot of specific education issues on a national level, Japan implements the similar education on a regional level by the initiative of the local education committees or by the national curriculum which is like a teaching guidelines. While the cross-curricular education doesn't have much effect, it creates a significant work burden for teachers. The legislation that forces all schools to uniformly implement cross-curricular education should be restrained. The subjects or topics that state wants to emphasize should be reflected in the revision of the national curriculum. Depending on the school situation, teachers should be allowed to guide the cross-curricular learning on their own.
