국토교통 R&D 민간투자사업의 자금재조달 제도의 문제점 및 개선 방안 : BTO 도로사업 자금재조달 사례를 중심으로

The government proposed an active policy for funding by introducing a minimum operating income guarantee (MRG) system through the revision of the Private Investment Law on Social Overhead Capital(SOC). It is believed that the share profit of refinancing will be calculated by reflecting the reduction of service charges (transfer fees) and can be used as useful data in the preliminary stages of signing a contract between the government and the project implementer depending on the results of the calculation between the government and the project implementer. In case of a private investment project, it is necessary to secure the predictability of the private service provider in advance in the process of financing the project, and to supplement the relevant system so that the investor's interests can have a mutually beneficial effect within the extent that they are not infringed. In the case of business restructuring, it is deemed necessary for the government to supplement the system to enable the project restructuring drive if the government-funded investor compensation amount exceeds the payment upon termination, and greater public interest results and effects can be obtained.
