초록
본 연구의 목적은 행정･정책학 분야에서 이루어지는 공공의사결정의 문제와 관련해 판단분석기법의 활용 방안을 모색해 보는데 있다. 공공정책 부문에서 이루어지는 의사결정은 정책목적의 불명확성, 정책목적 및 관련 수단 간 인과관계의 모호성 등으로 인해 의사결정자의 인지편향 문제가 발생할 가능성이 크다. 이와 관련해 본 연구에서는 인지편향이 발생하는 상황에서 통상적인 방식으로 판단분석기법을 적용할 경우 동 기법을 통해 산출된 가중치에서 편의가 발생할 가능성을 확인하는 한편, 이를 통제하기 위한 실천적인 방법론을 제시해 보고자 하였다. 아울러 실제 판단분석을 적용한 사례에서 인지편향이 판단분석을 통해 산출된 가중치의 값에 편의를 초래할 가능성과 함께, 도구변수추정법을 활용할 경우 이러한 편의가 줄어들 수 있음을 확인해 보고자 하였다. 구체적으로 주택정책에 관한 전문가와 일반인을 대상으로 한 설문조사 데이터를 활용해 분석을 수행한 결과에서 의사결정자의 인지편향 문제가 발생할 가능성 가능성을 확인할 수 있었으며, 동시에 본 연구에서 제시된 방법론의 유용성 또한 확인할 수 있었다. 본 연구를 통해 제시된 방법론은 AHP 등 기존 공공의사결정 부문에서 활용되고 있는 방법론들이 극복하기 어려운 인지편향의 문제를 명시적으로 분석과정 속에서 고려해 보다 신뢰성 있는 가중치를 산출할 수 있다는 점에서 중요한 의미를 가진다.
Abstract
The objective of this study is to investigate into a feasible application of judgment analysis method to public decision making. Under public decision making settings, ambiguity of policy objectives and obscureness in causality between policy tools and their effects are likely to cause cognitive bias by decision makers. In this study, the possibility of biased weight when cognitive bias exists is proved by statistical theories and a new methodology to control it with instrumental variable estimation is suggested. Also, in a survey study with regard to housing policies, it was observed that cognitive bias can cause bias in weights derived by usual judgement analysis and the methodology suggested by this study can be an effective means to alleviate the problem. The methodology proposed in this study has a meaning in that it considers the limitation of decision makers’ cognitive error more explicitly in the process of weight calculation and can induce more reliable numerical weight values.
