Quantifying Innovation Characteristics of National R&D Investment through Cross-Cutting Data Analysis : Case Study on NTIS Nanotechnology

Over the past decade, the measurements of national innovations by the R&D investments of the Korean government have relied on the results of the basic statistical analyses of NTIS data. Although NTIS is used as a national resource for innovation measures, the development of outcome measurements is limited for several reasons. NTIS raw data are classified information, and the analysis results are mainly distributed through the government's annual report. An international demand for developing evidence-based measurement systems to support policy-making activities in the government sector, including Korea, exists. Cross-cutting analysis (proposed by the European Commission in Horizon 2020) is a representative approach to monitor national innovations by integrating various information sources related to nationally supported key technologies. NTIS data in Korea are currently open to the public, and this research develops an automated analysis methodology (using NTIS raw data focused on nanotechnology) comparable to EC cross-cut analysis. The analysis method proposed in this study automatically extracts information on national R&D investments with derivatives (including documents/patents/profits/employment) scattered within NTIS raw data. Subsequently, the collected datasets are analyzed by a two-phase data envelope model to identify the innovation patterns achieved by each department. The advancement of this evidence-basedwith automated measurement methodology can potentially help policymakers in policy development activities, which must respond to urgent national issues, such as the Fourth Industrial Revolution or Korea–Japan trade imbalance.
