경찰청 인권영향평가제에 관한 연구

Human rights impact assessment(HRIA) is a system to prevent or improve human rights violations by applying human rights perspectives to laws and policies as an extension of social impact assessment. The Korean National Police Agency(KNPA) has enacted the HRIA from June 1, 2018, to revise the laws, administrative regulations, policies and plans that affect the human rights of the people, and to the assemblies and demonstrations that are likely to infringe on human rights. It is reducing the infringement factors. In this paper, we introduce the process and practical changes of the KNPA's HRIA System, the most recent operating systems and standards, and the concrete cases from the perspective of human rights. HRIA is not a systematic evaluation system yet, and it is currently only conducted by some local governments. The KNPA is the only one conducted HRIA as the central government agency. Until now, a stable system has been established for the laws and administrative regulations, but it is necessary to further strengthen or expand the HRIA system for policies, assemblies, demonstrations, and future police buildings to provide human rights-friendly instruments throughout the police administration.
