홍콩식 사회주택(社會房屋)의 정치학 : ‘책임감 있는 시민’과 ‘의존-자립의 공동체’ 만들기

This study analyzes the two pillars of ‘Responsible Citizen’ and ‘Reliance-Self Reliance Community’ which are made during the operation of Hong Kong’s social housing project. This shows that social housing project, which began to meet the needs of the grassroots, is converging into the agenda at the individual-community level amid Hong Kong’s structural contradiction of ‘real estate hegemony.’ To this end, the main aspect of the analysis is the development of ‘Light Be,’ social enterprise, which has been operating social housing since 2012. Light Be has leased ‘social housing’ to low-income families by operating ‘social real estate’ in the name of ‘social enterprise,’ not entirely ‘public’ or ‘private.’ In this process, the government, which has to be the main body of solving the housing problem, appears only as an intermittent partner. Furthermore, under the concept that ‘the government cannot be omnipotent,’ social housing development and supply projects are accelerating as an innovative activity of social enterprises. This study critically criticizes the politics of Hong Kong’s social housing by analyzing mechanisms that reduce the existence of the government as the public in the process of ‘reliance-self reliance community’ and ‘responsible citizen’ created, emphasizing the role of individuals and communities in solving housing problems.
