우수한 공공기술의 활용도를 제고하기 위한 방안으로서 공공기술 기반 창업을 활성화하는 방안이 강조되고 있으나, 공공기술의 재현성과 성숙도 미흡 등으로 실질적인 사업화 성과창출이 이루어지지 못하는 문제가 지속되고 있다. 이러한 문제의 원인으로 기술주체-수요자 간 연계과정에 존재하는 갭(gap)이 지적되고 있으나, 대부분 정성적 연구에 그치고 있어 객관적인 실증적 근거를 찾아보기는 어려운 실정이다. 본 연구에서는 공공기술 기반 기술창업기업들을 대상으로 조사한 자료를 바탕으로 기술주체의 후속지원이 공공기술의 상용화에 미치는 영향을 살펴보고, 이어서 2단계 최소자승법(2SLS) 모형을 활용하여 공공기술의 상용화에 따른 기술창업기업의 성장효과를 분석하였다. 분석 결과, 기술주체와의 연계가 공공기술의 상용화 성공, 나아가 기술창업기업의 생존과 성장에 기여함을 확인하였다. 이는 기술공급자-수요자 간 상호작용을 촉진하고 효과적으로 이루어질 수 있는 공공연구기관의 지식경영 시스템이 필요함을 시사한다.
Abstract
A plan to promote public technology-based start-ups as a way to enhance the use of public technology has been emphasized. However, the problem of creating commercial value has persisted due to the lack of reproducibility and readiness of public technology. Although gap exists in the linking process between the public and private sector, it is difficult to find objective empirical evidence as most of them are only qualitative research. Our empirical works examine the impact of subsequent support of the public research institute on the commercialization of public technologies. Then, we analyze how commercialization of public technologies affects the growth of technology-based start-ups using 2-stage least square (2SLS) model. We find that the linkage with the technology subject contribute to the successful commercialization of public technology, and further to the survival and growth of technology-based start-ups. Our finding suggests that knowledge management system, to facilitate interaction between technology developer and consumers, is needed for the success of public technology-based start-ups.
