식품위생법상 단순가공식품 안전관리 개선방안

The demand for simple procesed fods that sel simply trimmed agricultural, fishery,and livestock products in smal quanties is increasing. These simple procesed fods areoften consumed raw without going through the coking proces, requirng more carefulatention than regular fods. However, the definiton and standards of simple procesedfods are not clear at the moment, and many of them are under the control of generalfods. In foreign countries such as the United States and the EU, there have ben severalmas fod poisoning incidents due to contaminated simple procesed fods for decades. They found out that the cause of colective fod poisoning was polution during thesimple procesing proces, and to improve it, they enacted and revised related laws andinformed the procesors of the importance of management. This article identifed the problems of the simple procesing system in Korea andsugested thre ways to improve the curent simple procesing system by refering tothe direction of development of safety management in foreign countries. To improve our simple procesing safety management system, which has various problems, we propose to prepare simple procesing safety management standards thatreflect the U.S. management system in the curent Fod Sanitation Act. First of al, simpleprocesing, which is curently excluded from the busines report, should be included inthe procesing scope for management. The establishment of simple procesing safetymanagement standards should take into acount not only the safety of simple procesingfods, but also the facilties where the procesing proces takes place, water used forprocesing, and worker hygiene. It is expected that overal safety management level wil be strengthened by managingsimple procesing areas that remained as blind spots for safety management. In aditon,the government wil be able to secure safety in the case of secondary procesing ofsimple procesed fods by thoroughly managing simple procesed fods.
