Empirical Analysis of Causal Relationship between R&D Investment, Intellectual Property and Regional Economic Growth in Korea

본 연구는 벡터오차수정모형을 이용하여 1998년부터 2017년까지 우리나라 16개 광 역자치단체의 지역 경제성장과 R&D 투자, 지식재산권 출원 간의 장․단기 인과관 계를 실증 분석하였다. 분석결과 우리나라 광역자치단체의 지역 경제성장과 R&D 투자, 지식재산권 출원 간에는 장기적으로 상호 촉진적인 양방향의 인과관계가 존 재하는 것으로 나타났다. 다만, 단기적으로는 지역 경제성장이 지식재산권 출원의 증가에 미치는 영향을 제외하고는 R&D 투자, 지식재산권 출원, 지역 경제성장 간 에는 단기 인과관계가 없는 것으로 분석되었다. 도 지역과 광역시 지역으로 각각 구분하여 분석한 결과, 도 지역의 경우 지역경제 성장과 지식재산권 출원이 R&D 투자 증가에 미치는 장기 인과관계가 존재하지 않는 것으로 나타났으며, 광역시 지역은 장기적으로 경제성장과 R&D 투자가 지식재산권 증가에 미치는 인과관계가 없는 것으로 확인되었다. 향후 지역의 혁신활동 촉진과 이를 통한 지역 경제성장 을 위해서는 장기적으로 R&D 투자 및 지식재산권 출원 등의 혁신활동이 지역 경 제성장과 피드백을 통해 상호 촉진 될 수 있도록 지역의 R&D 투자 재원 확대, 지 역의 R&D 역량 강화 및 기술사업화 인프라 마련 등의 지역 혁신정책을 보다 적극 적으로 추진할 필요가 있을 것으로 보인다.
Abstract
This study empirically analyzed the long and short term causality between regional economic growth, R&D investment, and intellectual property rights of 16 local governments in Korea from 1998 to 2017. The results suggest that there is evidence of causality between economic growth, investment in R&D, and intellectual property rights in the long term. However, a short term causality is not found between economic growth, R&D investment, and intellectual property rights, except for the effect of regional economic growth and R&D on the increase in intellectual property rights. Based on regional characteristics, the results were analyzed separately in the 7 provinces and 9 metropolitan areas. As a result, there was no long term causal relationship between regional economic growth and intellectual property rights on R&D investment in the province. In the metropolitan area, it was confirmed that there was no causal relationship between long term economic growth and R&D investment on intellectual property. In order to promote regional innovation activities in the future and to promote regional economic growth, it seems necessary to actively promote regional innovation policies such as expanding regional R&D investment, strengthening regional R&D capabilities, and preparing technology commercialization infrastructure.
