충청북도 수소산업의 발전을 위한 해외사례 분석 및 실증분석 연구

지금 수소에너지가 미래의 신재생에너지원으로 세계적인 주목을 받고 있다. 특히, 2019년 대한민국 정부가 수소경제 활성화 로드맵을발표한 이후, 울산, 충청북도 등 각 지자체들은 수소 산업을 바탕으로 지역경제 활성화를 위한 전략을 준비하고 있다. 본 연구에서는 현단계에 수소산업 전반에 대한 고찰과 해외사례 및 실증분석을 기반으로 충청북도 수소 산업의 발전 방향성 및 그 전략적 시사점을 도출하고자한다. 이를 위해 본 연구에서는 먼저 수소산업의 발전에 관한 현황, 가치사슬, 기술 등 기본적 배경을 고찰한 뒤, 우리 한국보다 먼저 수소산업을 발전시킨 해외사례를 고찰하여, 이와 관련된 시사점을 찾고자 한다. 이어 SWOT/AHP 분석을 통해 충북지역에서 수소 산업의 발전가능성과 중요 요인 및 그 세부 추진이 가능한 분야 등도 탐색하고자 한다. 그리고 이러한 결과를 기반으로, 본 연구에서는 '충청북도가 어떻게수소 산업을 발전시켜야 할 것인가'에 대한 시사점 및 중장기적 전략방향을 제시하고자 한다.
Abstract
Hydrogen energy is gaining worldwide attention as a new and renewable energy source in the future. In particular, after the government of the Republic of Korea released the road map for the activation of the hydrogen economy in 2019, each local government, such as Ulsan and Chungcheongbuk-do, is preparing a strategy to revitalize the local economy based on the hydrogen industry. This study aims to derive the potential for the development of the hydrogen industry in Chungcheongbuk-do and its strategic implications based on considerations on the overall hydrogen industry at the present stage, as well as overseas cases and empirical analysis. To this end, this study first examines the basic background, such as the current status, value chain, and technology related to the development of the hydrogen industry, and then considers the overseas cases that developed the hydrogen industry before us to find implications related to this. Subsequently, through SWOT/AHP analysis, this study intends to explore the development potential of the hydrogen industry in Chungcheongbuk-do and its important factors and areas where detailed promotion is possible. And based on these results, this research intends to present implications and mid- to long-term directions for development of ‘how to develop the hydrogen industry in Chungcheongbuk-do.'
