Although the security status by the Korean police is regarded as very excellent, many problems have been pointed out in the public security service of the people due to the lack of manpower and heavy work, so a self-governing police system to supplement this was conducted in Jeju Special Self-Governing Province in 2006. For the next 14 years, self-government police have made successful evaluations on their own, but have given the task of requiring autonomy, manpower, and office allocation. Therefore, in 2018, the government announced the 2019 autonomous decentralization plan based on the Planning for the introduction of wide-area autonomous police by the Presidential Committee on Autonomous Decentralization and the Special Committee on Autonomous Police System, and Democratic institutionalization of centralized police power and securing political neutrality, In the basic direction of ‘improvement of people’s close-up security activities,’ a wide-area self-governing police system was introduced and it was decided to be put under the supervision of the metropolitan and provincial police committees to effectively operate it. To this end, based on the status and evaluation of the current police committee, the plan for the establishment of the metropolitan and provincial police committees of the autonomous police system was reviewed. First, the government strengthened the status of an independent consensus system to guarantee political neutrality, second, empowered to manage and supervise autonomous police, and third, proposed a design to check and balance with the governors of the city and metropolitan areas. Through this, it is necessary to ensure that the function as an independent administrative institution is secured so that the successful autonomous police system can be established by establishing the right authority and organization.
