국제통상체제에서의 특별하고 다른 대우에 관한 고찰 : 중소기업 챕터를 중심으로

The concept of Special and Differential treatment is one of the main principles in the WTO. This article depicts the rise of SMEs Chapter in recent FTAs and analyzes its implications applying the S&D. The article argues the rise of SMEs Chapter represents the changing scope and nature of the S&D in the international trade regime. Before the Uruguay Round, the S&D has been used to promoting participation of developing countries in the international trade regime. However, the policy concerns of S&D has been changed from developing countries to the development itself. In line with the digital economy, these days, the scope of S&D has been changed from the WTO member country to their SMEs ans MSMEs. That means the nature of S&D has been changed to broaden policy space to reflect various social policies. Thus it is necessary to have a strategical approach toward the S&D when a country implements policies to promote and facilitate the intetnationalization of SMEs.
